No it does not. Chevy did not start using a roller cam until late 1995.
Yes it is. The lifters are full of air and don't worry about it. As soon as you start the engine the air will be gone and if everything is right oil will spray out of the push rods.

Assuming the lifters are hydraulic, adjust each valve when FULLY closed to zero lash then turn in one additional turn, done.

Chevy 350 small block engines with hydralic lifters set at 0 lash. That means start the engine and adjust the valve until it just quits clicking. Then tighten the nut approx 3/4-1 turn then set the next one.
While the engine is turned off the oil will drain from the top of the engine. The Lumina has hydraulic lifters and uses oil to move them. The lifters will "tap" until the oil builds up enough to hold them up. Make sure that the engine has enough oil, that the oil pressure is ok, and that the oil does not need changing. If these are ok then an additive may be added to aid in quieting noisy lifters.
I would start by changing the thermostat. They go out, often, or have a tenacy to stick, and are cheap.
I had a Chevy blazer with the same problem. It had spark, fuel pressure, good battery & good starter. I sprayed some carburetor quick start spray & it started. They blazers have a problem with the fuel injection.
low oil pressure or the seal on the roller tappet is old and it takes the roller tappet a minute to pressurize again.
