Why does the Gen light flash and the lights get bright and dim on my 1976 VW Bug?

Engine rpm drops below the speed necessary to maintain 12 volts reliably, or since it is a 76 you may be dealing with a 6 volt system, that was the weakness of the generator, alternators replaced them in more modern cars and supply a more steady supply of power.
Just to rule it out you should have the battery tested to make sure it is in good shape, while you are at it have that generator checked as well, dimming lights are a sign of a failing generator, or a failing alternator.
