Because your blood sill contains oxygen when you don't get any air, for a short while, you will die faster due to the lack of oxygen getting to your cells when you cut your wrists. Another reason might be that they don't want to be able to regret themselves. If they're unable to take their own life by drowning they still have their wrists bleeding. If you mean that they cut their wrists under water but not trying to drown themselves, then it's probably because they don't want the blood to end up all over the place.
