Buddha developed his thoughts on the path to enlightenment when he observed the presence of suffering in human life. He wished to provide an exit from suffering. His thoughts were accepted by people that accepted his proposal. They created Buddhism, not he.
Buddhism is almost devoid of answers to "Why?" it more often finds "Because it is, so get used to it and move forward." to be sufficient answer.
There was no special act of creation or purpose around the Buddha's birth such as the "immaculate conception" of the Christian's Jesus with the intent of furthering a their god's plan. The Buddha was a person -- teacher and thinker named Siddhartha Gautama. Through years of introspective thought and a number of false starts he devised the roles of suffering and desire in human life and the principles to avoid them. He gained followers who called him the Buddha (the Awakened/Enlightened One). His philosophy and teachings have been passed down under the name Buddhism.
Buddah created a new religion because he thought he was a great and powerful man. Although not true, he did it anyway. He thought his religion would make everyone one with nature. He thought this because after he sat under a tree (Bodhi) for 7 weeks and then a star came up on the eastern side of the sky, he then stood up. After he stood up he thanked the tree for giving him shelter. After he came back to his town, and claimed this new religion was "the right way of living." Everyone agreed because they thought Buddah was special and wise because he was a 57 year old man who lived for 7 weeks without food or water.
Buddhism was to "created" to explain why peoples lives generally contain some pain (also identified as unsatisfactoriness) and to show them how to reduce this problem. It was not created when someone said "Wow! What the world needs is yet another religion!"
He did it to bring to the people the answer to why we suffer and how to escape suffering.
