[A heard voice perishes, the written letter survives].
This is a legal tag, asserting the reliability of written evidence as opposed to the unreliability of hearsay.
I do not know of any original Latin source for it. I rather doubt it has one. (It doesn't sound like real Latin).
The phrase 'Vox audita perit littera scripta' is incomplete. It needs to end with the verb 'manet'. The English meaning of the complete Latin sentence 'Vox audita perit littera scripta manet' is the following: 'The voice once heard perishes, [but] the letter once written remains'. The sentence is one of the surviving proverbs from the ancient Romans. Some ancient Roman proverbs are recyclings into Latin of earlier, older proverbs in ancient, classical Greek. And such may be the case here, for a Greek version exists.
Approx. "The spoken word perishes, but the written word endures."
Lit. "Voices heard perish letters written endure"
this phrase means " the heard voice perishes and the written letters remain"

It usually refers to 'what she said' as in, 'she' could be anyone, and what she said is what she said, which is what you said... it originated from the TBS show The Office.
"Said" comes from the verb "decir", which is irregular. He/she/you/a person's name said= dijo I said=dije They said=dijeron
