That is not necessarily so if the roof was not fixed properly the responsibility can end up with the owner or builder.

Such situations are considered an act of God, and the owner of the damaged property would need to file a claim with their homeowners insurance carrier, perhaps the auto policy carrier. Check with your insurance carrier(s) to be certain.
Homeowners Insurance Covers the property detailed under your policy. Trees are not an insured property. If a hurricane blows a tree into your house and damages your home then the damage to your home would be covered but if only the tree is damaged then the tree itself is not covered.
