carefully turn it left - it will not come all the way out - you are just cracking it open to let it drain out. It is easier to just pull the lower hose and drain it that way.

Most radiators I've seen have what is called a "petcock" valve at the bottom which can be opened and closed by hand. They have what looks like wings on either side that can be griped with the thumb and forefinger. Turn it one way to open it and drain the fluid, turn it back to close it. It isn't a plug like you find in an oil pan.
The best way to remove a stuck tub drain plug is to use a pair of pliers or a drain removal tool to grip the plug securely and turn it counterclockwise to loosen it. If the plug is still stuck, applying lubricant or using a hairdryer to heat the area can help loosen it.
