Not necessarily. If there is a lot of rain then lighting is no longer the most dangerous part. Because then there would be a flood. Also high winds can knock down trees and/or create missile hazards. If you are driving, visibility can be very low, and braking will not be as effective as on dry pavement. The chances of being in a car accident during a thunderstorm are much greater than the chance of being struck by lightning.
