The legal age to buy cigarettes in Turkey is 18 but do be aware there a lot of fake cigarettes and loose tobacco on the market which is even more harmful than the legal brands
Turks are heavy smokers and the price is cheap but the government are trying to discourage it slowy but surely
Having just checked the HMRC website - as far as I can see there is no limit as Turkey is part of the EU. HOWEVER - you must satisfy customs on arrival that the amount you are bringing in is for personal use.
A recent documentary on cable TV saw a couple trying to bring back over 10,000 cigarettes AND 3 kilos of tobacco. This was ALL confiscated, as the couple reckoned they could smoke the lot in three months ! Which customs didn't believe.
So - as long as you're not planing those kind of quantities - don't worry.

Such things are illegal. As to papers to make your own tobacco cigarettes, you usually have to be old enough to buy cigarettes, or 18.

For the electronic cigarettes the same law as regular cigarettes for minors is applied. You must be on legal age, 21 years old
