We just got back from Florence and that was my first impression of the statue as well when I saw it. Someone there explained that the statue was intended to be placed at the top of a building instead of at ground level where it currently sits. As such, from a distance the hand would have been plainly visible however not so much out of proportion which I agree it certainly is.
