What causes a disributor in a 350 block to bounce if the fork is tight?

I've never seen this happen before, but the distributor drives the oil pump via a shaft between the two, and it needs to have a little end play and shouldn't be bound up, anything that can take away that end play such as head milling, block decking, etc. could cause it to bind, if it is running with no end play it will likely ruin the oil pump if you run it that way for very long. Also, sometimes people use big block oil pumps in small blocks, I've done this myself and not had problems but I know Moroso makes an oil pump drive shaft .125 shorter for doing this, they also make nylon shims that can be used under the distributor in different thicknesses, also you could try using more than one distributor gasket to give it a little extra end play. If the oil pump shaft is bent it could cause problems as well, I like the ones with the pinned steel sleeve on them instead of the stock ones with a nylon sleeve. Another thing, with later model engines Chevy for some unknown reason started using a distributor that had a larger outside diameter on the top of the housing where it goes through the intake manifold, if you used an earlier distributor there would be a loose fit between the housing and the hole in the intake manifold that the distributor goes through, what the effect of this would be I know not, but it's something to check.
I'm not sure what you meant by "tightening the fork" but I assume you mean the distributor hold down clamp.
