- The creation of All India Services also depends on the Council of States passing a resolution, supported by two-thirds of its members present and voting, that it is necessary in the national interest to do so.
- Rajya Sabha has importance in constitutional amendments being made for it is required that, in order to be law; the Constitutional Amendment Bill has to be passed in each House by the specified special majority. Thus the Rajya Sabha can prevent a constitutional amendment even if the Bill has been passed by the Lok Sabha
