First of all let me note that Western Roman Empire and Eastern Roman Empire are terms which have been coined by historians, the Romans did not use them and that the empire was never divided. The Romans just said west and east, which were two administrative subdivisions of the same empire created by the emperor Diocletian.

The eastern part of the Roman Empire covered the following modern countries or parts of modern countries:

Eastern Europe: Greece, Bulgaria, Romania, Moldova and a slither of western Ukraine.

Asia: Turkey, Cyprus, Armenia, northern Iraq, Syria, Lebanon, Israel/Palestine, Jordan, and the northern part of the coast of the Red Sea in Saudi Arabia.

North-eastern Africa: Egypt, the coastal part of eastern Libya (Cyrenaica).

The western part of the Roman Empire covered north-western Africa, Western Europe up to the river Rhine and central and southern Germany and the former Yugoslavia and Albania. These latter two areas passed to the eastern part of the Roman Empire in 395. The eastern part of the Roman Empire covered northern Africa, the territories in Asia and the rest of the territories in south-eastern Europe.

The two parts of the Roman Empire covered the following modern countries or parts of modern countries:

WESTERN PART OF ROMAN EMPIRE

Western Europe: Italy, Malta, Spain, Portugal, France, Belgium, Luxembourg, Holland south of the river Rhine, southern Germany and part of central Germany, Switzerland, Lichtenstein, Austria and England and Wales.

Eastern Europe: western Hungary, part of western Slovakia, Slovenia, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, Macedonia, Albania,

North-western Africa: most of Morocco (down to Agadir) the coastal part of Algeria, Tunisia and the coastal part of western Libya (Tripolitania)

EASTERN PART OF THE ROMAN EMPIRE

Eastern Europe Greece, Bulgaria, Romania, Moldova and a slither of western Ukraine.

In 197 AD the emperor Septimius Severus divided Britannia into Britannia Superior (the north) and Britannia Inferior (the south and Wales)

In the 290s the emperor Diocletian doubled the number of provinces throughout the Roman Empire.
