10th Amendment established education as a state function
The tenth amendment reserves powers to the state. This power is known as federalism. The amendment provides that powers not granted to the federal government by the Constitution, nor prohibited to the States, are reserved to the States or the people.

Institute for Public Accuracy was created in 1997.
Institute of Public Accountants was created in 1923.
Institute of Public Enterprise was created in 1964.
It wasn't an amendment, but a ruling by the Supreme Court in 1957. It was the Brown v Board of education. It ruled that segregation was illegal and that "separate but equal " wasn't equality.

Public Entity Risk Institute was created in 1996.
Public Religion Research Institute was created in 2009.
