Yes, Stalin was socialist because socialism was the economic and governmental system he believed in and kept in place in the Soviet Union. His main philosophy was to establish "socialism in one country."
He was a "communist" in the sense that he believed in the ideas of Karl Marx and that socialism should replace capitalism so that communism could eventually replace socialism.
Stalin would never have allowed true communism to develop in the Soviet Union, because true communism has no government. according to Karl Marx. Even Marx said that it would take generations of life under socialism, before socialism evolved into capitalism and that socialism would have to be forced upon the people for that time until all vestiges of capitalist thought were wiped out.

∙ 13y agoYes, Stalin was a socialist but he did not subscribe to true socialism as Karl Marx had seen it. Stalin was dedicated to stamping out all vestiges of capitalism and entrenching a socialist state. His main claim to fame as a philosopher was his insistence that "socialism in one country" could work whereas Marx, Lenin and Trotsky felt that a single socialist country could not survive.
Stalin's brand of "socialism" was despotic rather than democratic.

∙ 12y agoThe acronym USSR stands for Union of Soviet Socialist Republics, so we can see from the name alone that the USSR at least considered itself to be a socialist state. And yes, it was very definitely and extremely socialist.
