Not knowing what kind of furnace you have makes answering this difficult. What type of furnace do you have (gas,electric, oil) and how old is it?
Should you open cold air returns?
Yes. They are there to draw the air back into the furnace that blows out of your heat/cooling vents. They help create air circulation and clean the air that is "returned" to the furnace and passes thru the furnace filter.
Why does Furnace shut off when very cold outside?
A heat pump will do this, a furnace should not. Are you sure you have a furnace?

What does a heating coil in a furnace do?
There are different types of heating coils. Most are electric heat strips, refrigerant coils or hot water(hydronic). Your furnace\heater fan blows across the coils to heat your home or office.
