No. standard postage applies as if you where sending a letter or package to another adderss in the US, however if you need to send a package you will need to fill out a customs form you can get from the post office. for more info go to the USPS website at www.usps.com/supportingourtroops/supportingfaqs.htm

Regular postage works to an APO or SPO address. Non-military, I don't know.

An APO address is a military base somewhere in the world? Your ship stuff just as you would to any other address.
A Forever stamp is enough to send a first class letter weighing under one ounce (and meeting other postal guidelines) anywhere in the US, or to an APO/FPO address. It is not sufficient for international postage. Take your letter to the post office, and they'll calculate the required postage for you.
