IMO, you don't have enough exposure when used as prescribed for any long term ill effects. just ensure adequate ventilation & these are all contact sprays for the most part anyway unless stated otherwise. If it is a residual product, be careful where you apply.

Is powder coating bad for health?

You need to wear a dust/mist respirator to prevent breathing in the dust. Powder coating powders have low or no VOCs (Volatile Organic Compounds) So it is much healthier than breathing in liquid paint fumes. If you don't breathe in the dust (use a dust mask) there are no known ill effects.

Can you paint in-wall heater vent covers?

It probably isn't a good idea. The factory puts a coating (and it may be paint) on the heater when it is manufactured, and that should be it. Painting the heater will cause it to give off some "fumes" from the paint the next time it is used, and for a number of times after that until the paint fully cures. And it's not a good idea to be breathing that stuff. As bad as a finish on a heater might be, clean it and call it good. Painting could expose you to some bad news.
