If in the invitation you specify that each person is responsible for paying for their own meals, then it is appropriate. You are at least giving them a heads up as to what to expect and it gives them the opportunity to save up for it, or even decline without feeling awkward.
I recently went to a birthday party for a friend and she encouraged us to bring our kids since it was at a Pizza place with a kids play area. I thought it was going to be a good time since the children would be entertained and occupied and the adults could socialize and enjoy some beer and pizza. I was seriously wrong. There was no mention in the invitation that we would be responsible for food, drink AND admission to the place. I was so angry. Not because I had to pay, but because I was totally unprepared to do so and as a single mother, found it to be extremely rude and inconsiderate of my so called friend.
