There is not a set number of years, but if your roof has multiple leaks, the shingles are asphalt and show signs of curling or buckling, your gutters are full of the granules which cover the asphalt shingles, or you want to give your home a new appearance, then it would be time to check into it.

Single layer tear off should be half of installation and reshingle used to be about the same as the shingles to maybe one and half the shingles. If there is only one layer on the roof now, there is really no reason to tear off what is there. For that kind of money, I would get several bids.
