Get their attention by pressing LT then use the communication wheel (RB) and select the social interactions option. From there, get the person to follow you. From there you can fast travel anywhere, and they will follow you.
I like fast travelling to the Bowerstone Cemetary, then going off the beaten track to the right where the bandit camp is. Another option is to take them to your house. Remember to take off the safety before killing the civilian!
