Often, the most difficult part of a repair project is the actual diagnostic phase in which youd etermine what's causing the problem. Without more information it is impossible to tell you what's wrong and what to replace. It can be the module, the brake sensor, switch, connector, speedometer, brake light ground fault or any of a number of other problems and it's impossible to tell you which it is without digging into the vehicle.
Find out what's wrong, then repair it or replace it. There, that was simple. And the fact is, that's what ALL repairs are about. Cruise control problems are often quite simple, such as a faulty brake light switch or cruise control activation switch or even a poorly adjusted cruise control module. But you'll need to start looking at the individual components and find out which part isn't doing what it's SUPPOSED to be doing.

No. The Cruise Control is controlled by the engine ECM. If your cruise control isn't working, you probably either have a bad switch to actuate the cruise control, or a brake pedal switch which is in constant contact, and thus telling the computer it's engaged when it isn't.
If you are getting a code 38 on a 1992 Chevy van, it means that the brake switch is stuck in stop mode. This will also cause your cruise control to not disengage when you press your brake pedal.
