Very simply, once a plant has flowered and the flower has been pollinated, it develops one or more seeds which contain a miniature new plant surrounded by a store of food to help the new plant grow until it can make its own food. These seeds dry and get scattered and lie around in a dormant state until the conditions are good for the new plant to grow (this may be a warming of the soil in spring or in dry areas the arrival of rain). When this happens the new miniature plant begins to grow and the food store is converted to sugar to feed the new plant. A root then grows out of the seed and goes into the soil while a little later one or two seed leaves will appear above ground to catch the sun. This process is called germination and a germinated seed is one that is producing a root and seed leaves.
The chloroplasts store pigments. They are found only in plant cells, not animal cells. They store chlorophyll and other pigments.
Plant organelles that store starches or lipids are called plastids, but not the chloroplasts.

The stored starch is a by-product of photosynthesis. Photosynthesis produces glucose; plants can convert and store excess glucose as starch. Both sugar and starch are types of carbohydrates.
The coconut plants store food in the endosperm of the nuts. This is called copra of commerce. Coconut oil is extracted from this part of the fruit. At the time of germination, this food is used by the growing seedling.

The functions of a tuber are to store food and to produce a new plant in spring after the main plant dies during fall.
All seed plants store food within the seed; this takes the form of the cotyledons which are there to provide nutrition to the embryo while it is dormant and then while the seed is germinating and before it is able to produce its own food
