It could mean something... it could mean nothing. Tender breasts are sometimes an indicator of pregnancy, but that is not always the case. Your breasts get tender (usually) because of a change in hormones.... sometimes the change is because of pregnancy but there are ALOT of other possibilities.... Are you still going through growing/puberty changes? Have you started or stopped a form of birth control recently? Are you on other medications that could affect your hormones? Do you find it happens around your period?- a monthly change in hormones! All of these could be the reason for tenderness.
