As with most networks, Fox will sometimes contact an expert on a particular topic-- often a professor, or a lawyer, or someone who analyzes handwriting or a police officer-- whatever the story may require. These one-occasion experts are generally not paid; they agree to be guests because it's great exposure for themselves and may lead to other occasions when they are called upon. But Fox (and other networks) also has some regular guests, often referred to as "analysts" or "commentators." They are usually well-known (former politicians, radio talk show hosts, medical experts, etc) and they make frequent appearances on the network. These people are generally paid for their expertise, because they are well-respected by the audience. The viewers regard these commentators as an important part of whatever program they are asked to be on.
