When I got home I received an empty box with a partially filled out form with no contact information on it except to state my property has been detained, saying that mailing tax free cigs via USPS is prohibited. Even though you are in a US territory, you will still have to make a customs declaration. It really doesn't make much sense. It's all about the money. And now that Obama signed the new law making any shipment of cigs anywhere via USPS illegal, it's a moot point (goes into effect mid June 2010).
