Yes. Fungal rashes are quite common.
Because it is fungus
The first step is to make sure it is fungus. It is possible to have fungus on the hands but it is not nearly as common as having it on the feet. You should see a doctor to be sure of the diagnosis. If it is fungal then antifungal creams that are marketed for foot fungus and "jock itch" may work. Some hand fungi can be difficult to treat and you may need prescription medications. Other problems like eczema can cause an itchy rash that looks similar. They might respond to steroid treatment and frequent hand washing would make them worse.

It sounds like you have a fungus and need a fungus cream.
Perhaps the shampoo is not quite strong enough to kill all of the fungus. Maybe try some medicated powder and an oatmeal bath.
Heat rash is not contagious, actually. Heat rash is caused by friction and sweating, so if it's hot and humid, you have a chance of getting heat rash in your armpits, between your legs, and on your butt.
Wash the whole area, penis, balls and ass and use an anti fungal powder. You may have the start of jock rash. Same reason tennis shoes smell, fungus like dark, warm, moist places.

The most likely cause would be a rash from something like a fungus. Also, some allergies can cause this.

It might be caused by fungus. Try an anti-fungal cream and see if you get any relief.
(My Opinion) Pityriasis Versicolor is a fungal infection. The causes are unknown although excessive sweating, heat etc... can be a cause, also pregnancy. The condition is not thought to be contagious as everyone has the yeasts which cause the fungus on their skin, although not everyone develops the pityriasis rash. With treatment the rash will clear (apparently, although i am treating myself and the rash has yet to go!!!) There are different treatments, creams, shampoos, also tablets if the rash is widespread. The fungal rash causes no harm and lives quite happily on the skin, it is more of a cosmetic problem. My advise if you suffer from this condition would be to avoid the sun as this makes the rash worse, it becomes red and sore like sunburn and also your skin will not tan as the fungus leaves white patches on your skin. WHAT AN INFECTION HEY! Just be thankful that is nothing more serious things could be alot worse!!!
