You need to be going at a pretty good clip to get the whistle loud enough to make the deer take notice, which often means you don't have the necessary stopping distance to brake in time for the extra dumb one. The fact is deer seem to have no understanding of vehicle dynamics at all. While many kinds of animals are hit because they miscalculated their ability to make it across the road before the car got there, deer are seemingly unique in their abilty to ignore vehicles completely.
