most times it's becauce your tail lights are not working. most auto makers do that to alert you that your tail lights are not woking.

Brake lights and turn signals are on a separate circuit from the tail lights. Tail lights are on the same circuit with the dashboard lights. If the dashboard lights aren't working either, check the fuse. If they ARE working, check the headlight switch.

are you sure the lower brake lights your talking about aren't tail lights. That's my guess. Check in the fuse box for a fuse labeled dash, illumination, parking or something to that effect.

There are some main fuses underneath the hood. I had the same problem on my Chevy P-U when I lowered my boat into the lake, it blew the fuse underneath the hood and I had no tail or dash lights.
The dashboard lights on a 1997 Eagle Talon can be changed by reaching up into the dash to get to the bulbs. Another way is to remove the dashboard screws and remove the front of the instrument panel.
