Yes-It's called Lurigancho and because there are too many prisoners versus guards, they have to elect prisoners that run the show. The conditions are terrible.

There was no such officer in charge of a German Prison Camp. Klink was a regular Army officer- most Prison camps were conducted by the SS dept. ( black uniforms). so it goes. Jack and Rose are fictional characters like Klink- or closer to our shores- Johnny Shiloh of the Civil War drama.

Is jail for life more effective than capital punishment?
Life in prison is not necessarily more effective than capital punishment. A murderer who is dead can never kill again. A person who is serving life in prison can still kill inmates and prison guards, although the chances of that are really small. Life in prison is more effective in the way that it costs less money to keep someone in jail than it does to have them executed. A person who is serving life in prison and later found out to be innocent can be freed and not be in prison anymore.
