It's probably not "inappropriate", so long as it's done tactfully, however there's no guarantee that she will reply (you may be better off assuming that she will not reply; that way you can't be disappointed). Also, repeated attempts on your part may be misconstrued as 'harassment', - this is obviously the main issue with trying to contact her (repeatedly).
The best way forward might be to briefly contact her, just saying that you're all happy and healthy etc... a reassuring email without putting any pressure on her to reply. I'm sure she'd like to know that you're all ok, but she may not want the pressure or responsibilities of being a mother/grandmother to you all, which is why she may not contact you back. Also, any family that she has now may have difficulties accepting that she has other children, which, again, may make it difficult for her to reply to you.
