Yes. Whether the water is fresh or salty, it still has oxygen in it and the metal will oxidize over time. If the metal is Gold, plutonium or titanium it wont rust because these metals dont oxidize. If you place metal (iron) in oil, it wont rust.

∙ 13y agoNo, metal will not rust in vaccum water because the process of rusting requires the presence of oxygen and water.But in this case only water is present and since this water contains no air(nor does it contain oxygen) rusting will not take place.
Water in a vacuum will become a gas. Then the vacuum is not a vacuum unless 0 mmHg is re-obtained. Then, no... no rust because there are no reactants in the latter case.

∙ 12y agoYes, metal can "rust" without water. Rust is a form of oxidation, and all that is necessary for oxidation to occur is the presence of oxygen. Without water, however, the process of oxidation is vastly slower.
