They are not an excluded structure under the homeowner's policy. However, all policies will exclude damage to a retaining wall caused by the pressure or weight of water whether driven by wind or not. As this, along with the deterioration over time (also an exclusion)are the most prominent causes of damage to retaining walls, there are not many covered losses for them.//

This depends. You have not provided enough information for anyone to help you very well. They may pay for a retaining wall if it was needed as a result of a covered type of loss. They would not pay for a retaining wall for decoration next to your flower garden.

You will need to check your policy or contact your agent to find out if you have coverage for landscaping, ground movement or ground erosion.

Most homeowners insurance policies do not provide coverage for landscaping, damages to structures resulting from from ground movement nor erosion as this is normal and expected. Your home insurance policy typically provides coverage for sudden loss damages resulting from the hazards of Fire, Wind, Hail etc per your policies schedule of covered perils.

The fence is covered. If the fence is attached to the house then it is considered part of the dwelling. If it is not attached to the house then it is considered part of other structures. In either case coverage depends completely on whether or not the damage was because of a covered cause and that it exceeded the deductible enough to justify making a claim.

Does home owners insurance cover the retaining wall that holds up the driveway to the garage?

If it has anything to due with maintenance, no. Insurance companies are not responsible for paying to maintain a property. Keep in mind that I don't create the laws. Now, if the damage is from a peril covered on your policy, then yes. An example is wind. If their was a large amount of wind that ended up damaging it, then yes the insurance company will cover it. If the retaining wall is just old and needs to be replaced, then no..
