The fuel guage sender is basically a big variable resistor, im not sure off the top of my head if a high resistance equates to a full tank or vicea-versa. Check the 12v feed to the sender in the tank (under the back seats next to the fuel pump feed). you should have 12v going in and a lower voltage coming out with the ignition on. If all's good next is to check the same wire but to the connector that clips into dash. It is very rare that the actual guage or sender is faulty. Also if there is no 12v feed to the tank check the same wire on the ignition relay (Haynes manual and a wiring diagram are a godsend!). Mine used to jump all over the place and it turned out to be a dodgy 12v feed at the tank, only broke contact when driving over bumpyish roads. A real sod to find! Hope this helps...
fuel gauge not working
First check the fuse for the 2003 Cavalier gauge. Next check the fuel sending unit in the fuel tank to insure that its working properly. Check the gauge next, then the wiring for the system. One of these units is causing your gauge to not work.
The gas gauge and fuel pump are on two separate circuits tand both go inside the gas tank. The gas gauge usesf a float that moves a resistor according to fuel level. Gas gauges. When you experiewnce the gas gauge not working at all I would look for a disconection external to the tank first. If you cna send six volts from the tank sender to the gauge this should cause the gauge to read. If it does then you know the problem is with the sending unit and it must be removed from the tank to repair or replace.
In most cases the fuel gauge sending unit inside the fuel tank is at fault.
It may be the fuel sensor going bad. I had an '05 with only 40k miles, and the fuel gauge wouldn't come off of E. They had to replace the fuel sensor and it went back to working normally. Not a particularly cheap repair since the gas tank must be removed to get to the sensor.
No it is not working.
It could be the fuse, but mine is because the floater that measures for the gauge is stuck.

You would need to use alternative method of checking the fuel level, such as dipping the tank.
bad or dirty float on the fuel pump in the gas tank.
are you sure you reconnected the wire to the gauge when you did the fuel pump? also the gauge requires a good ground to the tank. its possible you don't have a good connection. just some thoughts.
