Check Engine Light on Ford Windstar may show more different problems than bad exhousting fumes for which reason I believe you replaced the oxigen sensors. Anyway, it often resets (turns off) after the problem was resolved by disconnecting the battery and wait 1 minute to discharge all the circuits. Then reconnect the battery and see if it helped. It did help me when I got it on after using low quality gas (with lots of sulphur) It was supposed to turn off after a few cycles using a better quality fuel but it didn't until I disconnected the battery. Good luck.
Yes but the check engine light will be on.

No
You can not reset your oxygen sensors. You can only replace them. To reset the check engine light you will have to get that done by a repair shop with a computor. If replacing the sensors does not repair the problem then check for a vacuum leak.
If the o2 sensor is not working, the computer will put out a code which will turn on your Check Engine light. The car/truck will not pass inspection without it being fixed. Anytime the check engine light is on, the mechanic will plug into the vehicle's computer and it will tell him the fault codes and what they mean so that he can fix them. So, if the check/service engine light is off, the oxygen sensor should be fine.
