You would call them an animal caretaker or animal handler.
You would become a penguin handler by becoming a zoo manager or zoologist. You can also volunteer or apply for jobs that include feeding and taking care of the animals. You could be given more responsibility as a handler after you had been there a while.
the police can not take your dog away because it barked. As long as it does not physically hurt someone and is not on their property, the police cant do anything.

I would think go to the police station and ask to bail someone out, if your in the wrong station or building ask how to bail someone out, police are here to protect and SERVE.

police officers have a criteria on this. On the other hand,for an officer of the law, it would be unethical not to arrest someone he has seen comiting a crime.
For one, the dog and the handler are usually not apart when in public. Think about it for a minute----what use is a Guide dog for the handler if the dog is not with the handler? Most Guides will not leave their handler even if the leash and harness handle are dropped. That is their person, and they do not normally leave their side. The only time my wife's Guide is away from her in public is if the dog has to relieve and I am taking it out to do so or back in to where she is waiting.If something has happened to the guide dog handler, the dog may be searching for someone to help their handler. My own service dog is trained to do this.
