The two positions are not really closely related. Grant was a great general because he saw the changes in warfare and correctly assessed his resources and advantages and took bold action to win the war.
As president he had had no experience in politics or the working of civilian government. Civil servants do not take orders in the same way as do military officers and politicians do not earn rewards in the same way as do army officers.
AS president , Grant was not prepared to look for and prevent corruption in his underlings. In short his skills as an officer did not carry over to make him a good president and he did not develop those skills after he took office.
