Hoover blamed the Depression on foreign economic collapse over which he had no control. Major European banks went bankrupt, causing alarm in other foreign banks. Great Britain went off the gold standard. The Bank of England no longer redeemed its paper money in gold bullion or coin. Investors feared that all paper money would lose its value so they withdrew $1.5 billion in gold from American banks. This further weakened the global economic situation.

Hoover was in office when the depression hit. Also, as a Republican, he was tied to the economic policies of the two previous administrations, so many people felt that even if he was not totally responsible for bringing the depression on, it was his job to get the country out of it and he tried the best he could. However, he did not believe in the quick fix of running up the deficit to provide stimulus give-aways.

He had a sound and logical plan that would have succeeded in time. However,

the people were suffering and they jumped on the Roosevelt band-wagon when it appeared. Then after the depression ended because the country entered the world war. people decided that Roosevelt must have done the right thing and so Hoover must be blamed. (In actuality the country has not yet recovered from the lack of fiscal responsibility and bloated federal government began by Roosevelt. )
