Your guess is as good as mine. Most of the people who voted in 1940 are dead now, so it is too late to ask them. Those who are alive would be at least 92 years old (but they would turn 93 in early November). We weren't in World War II yet, although the war had started. Maybe it is because people thought he would keep us out of the war. Maybe it is because they thought we would enter the war, so it was a bad time to switch presidents. Or maybe it was just because he was so popular because of the New Deal. Of course, when he was elected for the 4th time, in 1944, we were heavily in the war, and he was probably reelected for that reason. Unfortunately, he died a few months after his 4th inauguration, and Truman had to finish up winning the war.

Actually he got reelected 4 times. This was mostly because of his popularity because he created jobs and revolutionized industry. Note, that this was before the 22nd amendment to the constitution was added so there was nothing saying that he could only serve two terms at the time.

Until 1951 when the 22nd amendment was added to the Constitution, there were no term limits for the presidency. However, their was a precedent, began by Washington for a two-term limit. However, despite the criticism, FDR decided to seek another term and due to conditions in the country was elected the a third and fourth term. Roosevelt achieved great popularity as the country came out of a great depression and because of his personal magnetism. The threat of war in 1940 and actual war in 1944 helped him keep his office- people were afraid to change administrations while the country was in danger from war.
