The new moon occurs when the moon is roughly between Earth and the sun such that none of the side facing Earth is illuminated. A solar eclipse occurs when the moon passes directly between Earth and the sun, thus casting a shadow

The site www.mreclipse.com has a fairly clear explanation. Basically, the Moon needs to be between the Earth and the Sun for the solar eclipse to occur. At this point, the light of the Sun is on the back side of the Moon where it cannot be seen from the Earth; or a New Moon. In order for the Moon to be full, reflecting Sun light on its fully viewable surface, it cannot be blocking the Sun in any way.

An eclipse of the Sun can only occur at New Moon when the Moon passes between Earth and Sun. If the Moon's shadow happens to fall upon Earth's surface at that time, we see some portion of the Sun's disk covered or 'eclipsed' by the Moon. Since New Moon occurs every 29 1/2 days, you might think that we should have a solar eclipse about once a month. Unfortunately, this doesn't happen because the Moon's orbit around Earth is tilted 5 degrees to Earth's orbit around the Sun. As a result, the Moon's shadow usually misses Earth as it passes above or below our planet at New Moon. At least twice a year, the geometry lines up just right so that some part of the Moon's shadow falls on Earth's surface and an eclipse of the Sun is seen from that region.

Who ever told you that phrased it the most confusing way possible. The new moon occurs when the Moon is on the far side of earth from the sun. The Earth blocks all light from the sun thus making the entire moon dark. When there is a solar eclipse you could say (I guess) that the moon is in new moon phase but what happens is the moon catches up to the sun in the sky and blocks the Sun from view. It is light on the far side of the moon but we can't see the far side so the near side is dark kind of making it a new moon.

Because new moons only occur when the Moon is between the Earth and the Sun. When it is directly in the path, it causes a solar eclipse
