Secure the bag with tape to the shower head nozzle. Leave it there overnight to dissolve the mineral deposits in the shower head.

If the faucet contains the re-direction valve (closes off the water from the faucet and redirects the water to the shower head) you need to rotate the faucet counter clock wise to unscrew it from the plumbing and replace it with a new one. Take the old one to your local box store and they can match it up for you.

Next, take a pair of pliers and remove the shower head, or the basin's spout head. Look in the piece you removed. Is there dirt in it? Clean it or replace the part. Turn the water back on. Hopefully it was only debris blocking your water flow. The entire faucet will not have to be removed. Only unscrew the spout's aerator head., or the showere head.

When another cold water outlet in the system is turned on then the pressure on the cold side of the laundry tub or shower faucet in question could be lowered below the pressure on the hot side and hot water can flow into the cold water side.
