Water outside of mosques has to do with cleansing yourself before prayer. I am not an expert, nor a Muslim, but I do know that there are cleansing rituals to be done prior to entering a mosque to pray.

It is not required to have drinking water in the mosque but preferred to have just it available just in case a Muslim feels thirsty inside the mosque. Also the availability of water inside the mosque is useful in case a Muslim enters the mosque in preparation for sunset (Maghrib) gathering praying while he/she is fasting. So, after the call for praying and before praying he/she can break his/her fasting by drinking some water.

There may be also water inside the mosque to allow Muslims to make ablution (Wudu), if needed, before praying.

because if u r in a mosque then u can't drink water. so the people get thirsty , this is the reason for a supply of water there
