Well, Panem is ruled by an authority that takes the labour of its people and uses it lavishly, while the people in the districts starve and are scraping to get by. It's a totalitarian authority, which is a typical feature of a dystopian society. Also, the very idea of The Hunger Games themselves is dystopian, as who wouldn't think an event where 24 young men and women are put into an arena to fight to the death wasn't unpleasant?

Some other smaller features such as the way cameras are all around (the citizens of the districts always are being watched), and tesserae, etc. are some other hints of a dystopian society.
