Try the thermostat, it may have accidentally been reset to a low temperature. Or the furnace (boiler) that supplies the heat may not be working. Or someone may have turned a valve to cut of the supply of heat to that part of the system. Withou tknowing whether you live in an apartment or your own house that's the best that I can suggest.

If it`s a heat pump, they do that, heat is not instantaneous with them. If it`s a furnace the fan/limit switch or fan delay timer whichever you have, needs to be adjusted.
It may seem obvious, but it can happen. As you were setting the thermostat, you could have flicked the selector switch over to "heat" instead of "cool." If this happened, then the reason you feel the hot air blowing from your system is because the heat is on. Simply move the switch to the "cool" setting to start chilling out. Check the outside unit. This is where your compressor and condenser coils are located. Make sure the outside power switch is turned on to power the compressor. Without power, the system might run from the inside air handler, but it will not cool. Also check to see if there is debris such as leaves or other items blocking the air intakes on the system. This also can prevent proper cooling. Checking for airflow restrictions around the outside unit should be a regular maintenance routine.
If you have a Heat pump, you must set the thermostat up for "heat pump". Then you must connect all the wires up according to the manual. If you do not have a heat pump, the wiring may be crossed or touching somewhere. Call a local heating and air conditioning company to trace out the problem.
That is exactly how a heat pump works in heating mode are you sure it's not a heat pump?

What do you mean by "has no heat"? No air blowing out, blowing out cold air when heater is on, blowing nothing at all? Heater not turning on? What specifically is happening?
