What kind of "cow" are you referring to? Is this a young calf or an older cow? Cows refer to mature female bovines. And your "cow" may be ill; not eating is a common symptom of a bovine that is sick.

Need to know how old the "baby cow" is. If its a young calf, it would drink milk from a nipple and maybe nibble a little grass. It if is older and not eating maybe it is sick. Does it have a fever? Check its nose, normal cow noses are moist, if it is dry and cracked, it may be over heated with a fever.
