Because people are, by and large, intolerant. Especially of ideas for which, not only have no scientific proof, but also are religious or faith based. These two facts make it that much easier for people with wealth, power, and influence to keep it out of the public school system. Put that together with the overall apathy of the general public, its unwillingness to take a stand for anything, and that disgusting state of being that we call "political correctness", and you get schools with no 'intelligent design' in their curriculum.

Intelligent Design is allowed, in contexts other than science-classrooms. As long as that is the law, Intelligent Design should be addressed in legal (non-science) venues, since it is the only alternative to Evolution and since many parents believe that it should be taught to schoolchildren.
