That is that way since the French Revolution. The French bescided that th Netherlands would have an Central Governcy: al state-related buissnes would be done there. Later, when the french where gone, the son of the "Viovode" Willem of Orange Willem II took the crown. His old kind of Governcy of one absolute king (being divine by law+ being the guy who takes all the descissions) ended in another revelution. After that the Netherlands de-crowned the king, leaving behind "The first" and "The Second" chamber (from the States-general). To this day forwar, those chambers still rule the Netherlands and their queen is stil an relative of Willem II.
