At first, the Palestinians wanted to recover the land that had been lost in the formation of Israel, or at least win the right of refugees to return to their ancestral homes in what was now Israel. At first the state of Israel abolished a major majority of Muslims out of their lands, those that resisted were tied up and tossed into the river at gun-point. Israel had a cold relations with the Muslims world right after its establishment. In 1967 Israel launched his FIRST attack against Egyptian airspace after a tense relation by bombardments in Gaza Strip that was under the Jordanian control. That announced the 6-day war were Israel was the victor over Jordan, Syria and Egypt. Israel took the lands of Palestine from Jordan and has launched a war of attrition against them, as of 2012 Palestine has the worst living condition imaginable with lack of food, homes, unemployment, medicine and constant attacks and oppression from Israel.

The answer to this depends entirely on which war you are referring to since the Israeli-Palestinian Conflict has numerous wars. Israelis and Palestinians have clashed on several engagements. The one that is most commonly seen as an aggressive Israeli attack is the 2008-2009 Gazan War. The Israeli rationale in that war was to prevent a constant barrage of rocket attacks against Israeli civilians in neighborhoods near to the Gaza Strip. Israel opposes the Hamas Government in the Gaza Strip because Hamas (in addition to having a political wing) is a paramilitary organization that refuses to recognize the validity of the State of Israel in contravention to the Oslo Accords. Is it the Palestinian Civil War? -- which began in 2006, but most violence took place in 2007 with approximately 600-1000 deaths. The causes of this conflict deal primarily with leadership/political disputes between Fatah and Hamas over governance of the Palestinian Territories.

In Hamas' Jihadist conception, only Muslims should be in power in the State and any non-Muslim minorities should have a secondary role if they should have one at all, whereas Jews are too "uppity" in having created a state (Israel) where they are in the dominant position. Second, Israel is situated in territory which used to be governed by Muslims for nearly 1300 years (with a century-long break under the Crusader States). As a result, Israel is considered a usurpation of historical Islamic authority whereas European countries (for example) never had Islamic authority before. Hamas believes that all of Israel should be eliminated and there should be a single Palestinian State from the Jordan River to the Mediterranean Sea. They further harbor intense Anti-Semitic views and actively promote the idea of ethnically cleansing the Jews out of Israel.
It is for these reasons that Hamas consistently attacks Israel.
Specific Qur'anic Analysis
Since Israel, according to Hamas, is fulfilling exactly the obligations of Surat Al Baqarah 2:191-193:. For them, Israel has expelled Palestinians from their land. There is a struggle in the Palestinian Territories for freedom. They have not ceased to occupy the lands that they currently control and they have not capitulated religiously to Islam. Therefore, aggression is entirely legitimate. Additionally, Hamas is an incredibly Anti-Semitic organization, actively citing Hadiths which call for the eradication of Jews.
