Kosovo declared independence from Serbia on on February 17, 2008 but has not gained complete international recognition to allow it to become a member of the United Nations.

In order to join the UN, the Security Council would need to accept Kosovo's bid. At present, Russia has made clear that it will use its veto to block Kosovo's entry should it try to do so.
