Chad was colonized (or occupied depending on your point of view) in 1920. It gained independence from France in 1960.

Chad speaks French because it was part of the French Empire. The French arrived in many places in Africa (among other places) in search of new Natural Resources and money. When the French left their colonies behind, they split up into many new countries - such as Chad. The French left behind their culture and their language.

Chad was formerly administered by France until 1960. Despite this, far more people in the country speak Arabic and local languages than French; this isn't an unknown pattern in certain countries formerly under French administration, e.g. Algeria, Vietnam etc.
French and Arabic are spoken in Chad.
